Civil Servants are spawned in a city when its education points reach its threshold, and the city has positive happiness and morality.
Statistics
Management: Each management point increases efficiency by x%.
Influence: Each influence point increases happiness by x%.
Command: Each command point decreases penalties of fear and crowdedness by x %. Over a threshold of x, the unit also gives Inspiration.
Happiness: How much the civil servant approves of your leadership.
Morality: The likelihood of the civil servant resisting bribes. If your Civics are particularly immoral, this civil servant may defect and become a Rebel Leader.
Religion: If his religion is not your state religion, he will be more likely to defect.
Nationality: If his ethnicity isn't the dominant one, he will be more likely to defect.
Abilities
Civil Servants can:
- Join a city as a Governor
- Join a city as a Bureaucrat
- Join a worker unit as an Overseer
- Join a military unit as a Commander.
As a Governor, the city's management is improved, lessening waste from mismanagement. The benefits of all buildings increase by a percentage proportional to the governer's level of management.
